Resumo: | This master thesis seeks to analyze the field of innovation promotion in Paraná, not only from an economic, instrumental perspective, but from its social embeddedness. It tries to understand, from the Federation of Industries of the State of Paraná-FIEP, how the historical, cultural and social aspects produce meanings that guide relations among the actors in the field, especially the relations between the public and the private. Innovation processes presuppose collaboration among several actors: private companies, the State, universities, development agencies. Each one with its own interests, which makes the innovation promotion a complex field. Innovation manuals approach the cooperation to reach innovation from the instrumental point of view, often without considering the institutional aspects that promote or obstruct these collaborative relationships. The economic perspective of the rational self-interested actor is limited on explaining why those actors would be involved in innovation processes by cooperating in the search of uncertain results. By using the Theory of Fields the promotion of innovation is taken as a field of disputes, in which the actors compete for a position that brings them advantages. In this direction, it is shown by empirical research that the Brazilian State takes up a dominant position (incumbent). The Brazilian State has provided meanings that guide the actions of businessmen and research centers around innovation processes. The construction of a theoretical framework that understands the relations between the State and the market, from a social and historically localized approach, enables this reading. That way, the understanding that what we live in Brazil is dependent capitalism with patrimonial characteristics points to the "strong" presence of the state in the economy. The historical relations of dependence between industry and Brazilian government have left deep marks. Corporative entrepreneurs expect of the state even the motivation for innovation. This stands in contrast with the entrepreneur businessmen assumption as an inductor of innovations that drive forward the economy. The main meanings surrounding the field are: state dependence, mistrust in relations, corporatist protectionism of employers' trade unionism, disbelief on the educational system. These meanings are structured in two main speeches that can be read from FIEP. The discourse of Innovation as a development strategy and the discourse of Innovation at the service of corporativism. Finally, it is believed that innovative processes are an opportunity for social change. To make that happen, this study suggests the need to assimilate this context, for the purpose of socially skilled actors are able to re-signify relationships and support the changes we need as a nation. |
