Projetos não Enquadrados: uma análise do escopo do programa BDMG/FAPEMIG Pró-Inovação

Resumo: Considering the state of Minas Gerais and its structure to promote innovation, two institutions, in an unprecedented partnership, play a relevant role to finance innovation projects: the BDMG and the FAPEMIG. In joint operation since 2011 of the Pro-Innovation Program, the institutions, even though the availability of resources and constant demand from companies, do not exhaust the application of available resources. Despite the difficulties related to the credit process and its requirements, close to 50% of the proposals are not even qualified with it to the required merit to be included in the Program and be able to start the credit process. This study aims to identify, even at the beginning of the credit process, which are the reasons for not qualifying innovation projects in relation to the loan for innovation projects made available by the BDMG- FAPEMIG Pro-Innovation. For this, data were collected from the records of the Judgment Committee's deliberations, responsible for evaluating the proposals, monitoring reports and official documents of BDMG and FAPEMIG. By analyzing the characteristics of the proposals, grouping them into categories and identifying the interrelationship between them, it was found three main groups: projects that do not have the characteristics required by the Program in terms of innovation (Cluster Innovation), traditional investments (Cluster Investments) and projects to increase competitiveness through the incorporation of technologies, without risk and clear technological challenge (Cluster Technology). After surveying the reasons recorded for not qualifying, it was possible to understand where the concept for the framework adopted by the BDMG/FAPEMIG Pró- Innovation Program is located and what characteristics are required for qualification. However, a discussion emerges regarding the innovation definition adopted by the Program and if it can be able to attend the real demand from firms considering the degree and stages of innovation of the projects in the context of the Brazilian economy.
