Resumo: | The research analyzes the low employment rate issues of the job openings available in Maringá. Up to the year of 2014, Maringá generated a large amount of job openings, which were made available through the National Job System (Sistema Nacional de Emprego - SINE); however, many of these positions were not filled. The low employment rate issue of these job openings has as a key factor the workers' formal education condition, especially their low technical and advanced education. If the Educational System of a country is in crisis, the formation of their workers is, therefore, impaired. This research presents the history of the national formal education and the various moments of crisis it has gone through, and that until now were not resolved; the national economy and the changes in the social relations of production, of a manual model, with a substantial use of low technical background labor, for an industrial mechanic, with a reduced number of workers, but with a high degree of special training. The main purpose was to evaluate the existent relation between the educational background and Maringá-PR's job market. The methodology used bibliographic references to situate the reader concerning the concepts of education and the job market. Statistical data demonstrating the evolution of the educational and technical background of workers and the increase of jobs demanding qualified labor are presented. In addition to this, questionnaires were applied and interviews performed in order to describe the current situation of the working class and their difficulty in getting a formal job in Maringá. Accordingly, we considered that the low rate of employment of the job openings available at Maringa's SINE is a result of a tripod: low school education, lack of technical course and lack of experience in the position. Hence, the critical Brazilian Educational System does not educate the workers for the job market. Added to this is their irregular socioeconomic condition, a factor that also influences the formation of the future worker, as some families have a better access to culture and literature while others have no conditions for such things. Consequently, the low technical formation of workers, responsible for preparing them to the job market, combined with lack of experience results in a non-complete filling of the job openings in Maringá. |
