Resumo: The work analyzes the budget management process in the Municipality of Euclides da Cunha/BA and points out The Participatory Budget as a participatory institutional innovation tool that stimulates the interaction between local government and civil society in the formulation of public policies. The interest in the subject is based in the experiments of the public spaces of social participation that have arisen in Brazil, allowing social actors perform activities of protagonists in certain decision-making processes in articulation with the Public Power and its institutions. In this context, stresses the importance that the Participatory Budget has acquired, being able to enable political inclusion and social promotion. Based on a set of studies on Participatory Budgets, is examined the benefits that the implementation of the OP provides to the Municipality in the rationalization of public resources. Therefore, the foundation of the study is based on a literature search, document analysis, interviews, in order to describe and investigate how the budget is planned in the Municipality, identifying the actors involved, the existence or not of social participation and the criteria for distribution of public resources. In addition, the work is directed to identify the important aspects of social participation in budget management and the reflexes in the planning of Euclides da Cunha Municipality, evaluating its limitations and potentialities for efficiency in the application of public resources. Thus, it was observed that the participatory planning process developed by the Municipality does not allow effective social participation, providing only moments of consultation and information. In relation to public spending on investments, these represent interests of political groups that do not attend the demands of civil society, concentrating all decision-making power over the public budget in the hands of the Executive and Legislative Powers. However, social participation is seen in the city as a value that encourages democracy and brings population’s demands and experiences to dialogue can contribute to making public policies more adherent to social reality.
