Resumo: | The FIFA World Cup took place in June and July 2014 in Brazil, in 12 host cities, including the City of Manaus. Given the complexity of the event, especially in relation to security and defense operations, Brazil developed a new concept of security operations, based on Command and Control Centers, designed to coordinate security actions, civil defense and intelligence during the FIFA WORLD CUP BRAZIL 2014 and RIO 2016 OLYMPICS. Therefore, two levels of command and control were created. Nationally, the Integrated Command and Control National System - SICC_N, while in State level the Integrated Command and Control State System - SICC_E was established. In this context after the end of the Soccer World Cup it was noticeable that the biggest legacy left by the "Security Operation of the World Cup FIFA 2014" was the integration of the Federal, State and City entities composing the Integrated Center for Command and Control of Amazonas State Region (CICC_R(E) in Portuguese acronym). This entity has been developing a new Integrated Public Safety Policy focused on speed and quality of the service provided to the Amazonian population. Therefore, foreseeing a change in paradigm on Public Safety focused to the integration of all the entities and organs on the Federal, State and City level, the federal government has been providing incentive and support for the State and City to implement public safety policies aimed at integrating their security forces and agencies with federal entities. To ensure continuing utilization of SICC, national agreements were initiated for the creation of a piece of legislation that deals with the functionality of the National Integrated System of Command and Control (SICC_N in Portuguese). These agreements serve not only for large-scale events (such as National and International events i.e.: Olympic Games or World Cups and international competitions) but also for actions of integrated operations that bear state and national security relevance. |
