The annual purchase of biopharmaceuticals represents a high cost for the Ministry of Health, and in order to ease the burden on the budget, the government has implemented a partnership program between national and foreign laboratories to absorb knowledge and make possible the international technology transfer to promote local production of biological and synthetic drugs. These partnerships are known as Productive Development Partnerships (PDP) and have as main requirements the supply of medicines against cancer to the Unified Health System (SUS), and the participation of public and private laboratories in the projects. This work aims to analyze the threats involved in the technology transfer in the scope of Productive Development Partnerships (PDP). To this end, a theoretical survey was carried out regarding the innovation policies and the pharmaceutical industry, as well as the governmental policies of the health sector in force in the country. The introduction of biosimilar medicines in the country was also analyzed, using databases of published scientific articles and consultation with national and international health organizations. With these data surveys we found the threats involved in this type of partnership. Another objective of this work was to develop a management software of intangible assets This software developed at the Tecpar Innovation Agency used tools in the identification and monitoring of trademarks, patents, copyrights and other Intellectual Property (IP) titles. Usually IP Offices use these tools to manage trademark databases, automate forms and alerts for holders of new IP publications, monitoring possible infringements for future civil or criminal action. Software is often integrated with process management tools to simplify the life cycle of litigation and intellectual property lawsuits. |
