Resumo: Aiming at tackling the deficiencies in the job market, the government seeks to develop public policies for employment and income directed to professional qualification, productive inclusion and promotion of micro-entrepreneurship. The professional qualification, specially arisen from economic studies, is regarded as investment in human capital. The theory of human capital, originated from this thinking, defends that the more a person invests in knowledge, the greater his/her chances to reach better positions in the job market and, also to increase his/her income. In this context, the research issue of this dissertation was to investigate the relations between the public policies of employment and income in Ponta Grossa city and the formal employment, according to the theory of human capital. The objective of this study was to analyze the public policies of employment and income in Ponta Grossa city and its relations with the levels of formal employment from 2015 to 2017. In relation to the methodological procedures, this research was characterized as descriptive, with mixed methods approach and the data collection took place through semi-structured interviews and questionnaires. For the analysis, the technique of interpreting the content and diverse statistical tests were used. Firstly, this research seeks to understand which organizations are behind the development and practices of public policies for employment and income in Ponta Grossa city, especially the ones oriented to professional qualification. In addition to presenting the institutions, the research also disclosed the existing policies or projects in the city for the population. In a second moment, the objective was to collect the opinion of workers and companies about the public policies currently offered. The results showed that four public institutions are involved with employment and income policies of the city, namely SINE agency, the Qualification Room, Social Project Services and Municipal Council for Work. In terms of results of the research with the workers, the answers for the questionnaires pointed out that the surveyed ones are satisfied with the current policies and are aware of the importance of professional qualification when requesting a position in the job market. In the interviews carried out with the companies’ representatives, the interest and satisfaction with the policies was evident, mainly the ones related to professional qualification. Lastly, an agenda with some suggestions to improve the currently offered policies was presented.
