Resumo: This work presents results of research on the uses of books and learning materials for literacy teachers in the initial grades of elementary school, having as scenario the the municipal public network of the city of Praia Grande, in the state of São Paulo. It assumes that books and other didactic materials are designed to support and complement the work of the teacher in the classroom. It aims to understand the relationship that the teacher establishes with literacy didactic materials that arrive in schools from central agencies of education. The research approach is qualitative. The data that provide base to the conclusions that was reached in this study were collected through questionnaires, interviews and observation of systematic practices and analyzed under the guidance of scholars of the textbook, as Freitag, Munakata, Bittencourt and Rojo; scholars of literacy and reading as Mortatti and Soares, and scholars of teacher education and public policy, as Contreras, Ball, Nóvoa and Tardiff. It concludes that the literacy teacher does not take the textbook as a tool necessarily guiding the planner and their practical daily that the teacher, to make use of books and other learning materials, can act with autonomy and creativity, especially when evidences a general and vocational training solid and consistent.
