Sociedade civil, esfera pública e hegemonia : um estudo sobre a criação da Universidade Federal do Pampa UNIPAMPA

The analysis took as its starting point the definition of the central theme and its boundaries: the incidence of civil society in the public sphere in the creation of the Federal University of PAMPA - UNIPAMPA. The problem formulation of the research took into account the guiding questions and intrinsic aspects in the study: As concerns civil society in the public sphere, the creation of UNIPAMPA? The overall goal of the analysis is to understand the impact of civil society in the public sphere in the process of creating the UNIPAMPA, knowing the relation between civil society and the public sphere. The dialectics of historical materialism, from the perspective of Marxist theories, gave the theoretical and methodological research. The literature review focused Gramscian theories, the concept of civil society, the public sphere in the perspective of the state and expanded the notion of hegemony developed by Antonio Gramsci (2005) (2004), constituting the tripod epistemological study. A qualitative study, supported the principles of discourse analysis, addressed to journalistic texts, newspapers Correio do Povo and Zero Hour, in 2005 and 2006, allowed to know the process of creation of the University and the incidence of civil society in public sphere. The results of the analysis revealed the effect of metaphorical "federalization" URCAMP as slip hegemonic discourse, appropriate public sphere to create the UNIPAMPA. Also, the unspoken speech in the public sphere was the creation of the new University. The incidence of civil society has been scaled from two possible explanations: in your main function in the hegemony, as a mode of intellectual and moral direction, contributing to the social and political base of the ruling class, while an action that constituted the possibility expansion of the public sphere, given at a particular time and situation the interests and needs of the subordinate class. The thesis refers to two dimensions and articulated under study: the creation of UNIPAMPA was a private apparatus of hegemony and expansion of the public sphere, determined by spontaneous consensus in the field of balance of power between the state and civil society, and the incidence of civil society in the public sphere gave the assurance of higher education in the region, not specifically for the creation of UNIPAMPA.
