In the field of public health, this dissertation permeates health care in coping with violence by workers and managers of the health care network. In this field, the discussions presented here unfold on important issues involving Primary/Basic Health Care of Porto Alegre: knowing and analyzing how workers of the municipal health network of Porto Alegre have been facing violence in the daily work; analyze the attributions and responsibilities of the health network in the care of situations of violence, as well as the resources raised for the care of workers; and to know the organization of the health network in relation to the referrals of situations of violence. To this end, nine workers and managers of The Primary Care of Porto Alegre were selected as participants of the research, respecting the inclusion and exclusion criteria. As inclusion criteria, it was required that the universe of participants be defined by health professionals from the municipal network of Porto Alegre, staff in office and / or function or public employees for more than five years, being workers and managers. On the other hand, the fact that workers had less than two years in the municipal health network was defined as an exclusion criterion. Thus, from the Municipal Health Network, in the Basic Health Units (UBS), five workers were elected by each of three District Managers (GD): Glória Cruzeiro and Cristal (GCC); Center; and Partenon Lomba do Pinheiro (PLP) Cruzeiro. In addition to these, a focus group represented by three elected managers of the eight UBS GD was selected. It was possible, through the participants workers and managers of this research, to understand their responsibilities, attributions and perception of protocols, especially regarding the instruments for reporting violence triggered in cases of suspicion or confirmation of situations of violence. In addition, we also sought to know the ways of producing workers' care in the territories of Primary Care. It was observed that the multiple effects of violence can be perceived in social relations and, for this reason, it becomes increasingly difficult to understand them in a single concept given the scope of their forms of manifestation. Violence seems to be naturalized as a form of language and a very unique mode of communication of capitalist society, having in structural violence one of its most radicalized expressions in contemporaneity and perceived as the root of the processes of fragmentation and social inequalities. The multiple effects of these processes are felt and perceived, more extremely, in territories that historically experience situations of vulnerability. In these there is a care void motivated by the disassistance of the power of the State, that expressed by inequalities and poverty, defining the conception of law in neoliberal logic. Violence, therefore, in addition to precariousand segregating subjects in their social relations, is characterized as a conception of unilateral "right", which undoubtedly reflect on the conditions and standards of life and work in society |
