Presents the current rules of the boundaries setting game. Identifies the players, divided into individual and collective actors involved, as well as veto players. Identifies the strategies that the actors used in both episodes, in an effort to reach their goals. Shows the results of the games or processes of demarcating boundaries on the healthcare field in Brazil. Conjectures that the liberalization of professional services, within the Mercosur, will face the resistance of the Brazilian physicians.
