Resumo: Intense processes of transformation in health policies gain visibility from the Health Reform in 1970. Among such transformations include management models that have been problematized and modified in order to facilitate the consolidation process of the Unified Health System (SUS). In this context, the research proposes the analysis of concepts, experiences and methods adopted for conducting health management on SUS and what justifies the choice of those. For this, a methodology using a qualitative approach that involves the pursuit of meanings attributed to the experiences of historical subjects, embedded in social and political contexts, was developed. It was found inspiration in the thought of Koselleck and Morin as a booster of the analyzes. The contribution of Morin (1999) takes place through the operating concepts of Complexity Theory, which the Principles: Dialogic, recursive and holographic. These principles point to movements of articulation, interaction and transformation. Koselleck (2006) has as input categories: spaces of experience and horizons of expectations, encouraging reflection, due to the emphasis on the analysis of the construction of the meanings of concepts in context. The procedures for conducting the research included several steps contemplated in three studies. The first study repeats the questions that gave rise to the thesis, reflecting on the experiences of management in the city of Sapucaia do Sul provides opportunities for deepening the theoretical knowledge about management concepts in public health. In the second study it was used a systematic literature review to survey conceptions and experiences of health management articles available on the Virtual Health Library (VHL), full text, from 1991 until 2011 in Portuguese. Analysis of 162 articles from the evaluation of the initial 2,981 texts found for the descriptors 'health management' and 'health planning' was performed. In addition to the results, a categorization of articles excluded was also performed, creating a database for future analysis. Finally, the third study results from the analysis of interviews with managers of the Department of Health Sapucaia do Sul and documentary analysis of instruments used within this municipality. The results of this process led to the understanding of health management in a complex context, permeated by perceptions of individuals with unique experiences and expectations, explaining dialogic relations: public-private authority-autonomy, technical and political, planning- intuition, personality-collectivity, fragmentation-integration and centralization-participation. Is placed the need for methods that increase the opportunities for participation in its various forms to clarify the goals set by managers. It shows a promising approach to the demands of academic productions in the field of health for the creation of innovative processes in management practices of health by expanding the fight for improvements in health, whether in economic investments, minimally ensuring compliance with the law and transparency in applications, either in search of humane relationships, seeking to ensure care actions centered on the individual and social needs
