Resumo: The present dissertation investigates the migratory movements in South America, specifically of economic immigrants - definition of the United Nations Organization for all and all that move of their country of origin in search of better financial conditions of life. Citizenship has been chosen as the category of analysis to understand how these people are inserted in the "new" countries. The literary confirmation that there is a shortage of academic productions that have as analysis the countries of the South, has led the choice of South America as the object of analysis, precisely Brazil - being the most influential country in South America, as well as historically great immigrants receiver - and Uruguay for being considered one of the most democratic countries in the Americas. The methodological approach used is qualitative, with legislative analysis and application of interviews to foreigners living in both countries, with the purpose of crossing the data between law and reality. As a result, the influence of neoliberal logic on how foreigners are accepted and the existence of a concept of citizenship different from what is debated within the academic centers was obtained.
