This doctoral dissertation approaches the user who is on social assistance, the paths which were taken and the contradictions experienced by them, since its definition from the 1988 Constitution, as subjects of rights, until the present date, when the process of implementation of the Social Assistance System- SUAS, which is ongoing in the country, happened. It analyzes how the formation of the Brazilian State, with a patrimonial and conservative slant, interferes with historical determinations and favors, for its political culture, the constitution of the subaltern classes, perpetuating paternalistic and authoritarian conceptions in the confrontation or social issues in the country. The study seeks to discover how citizenship and social rights were constituted in Brazil, and how they express themselves in the lives of the individuals based on their own understanding, seeking to answer whether these people perceive themselves as subjects of rights and demanders of the social assistance policy. The study was conducted from a mixed search type, or quantitative-qualitative, grounded in the critical-dialectical method.The empirical research conducted with ten subjects, demanders of the services of the own network of the Foundation for Social Welfare and Citizenship in Porto Alegre, seeks to give voice to this segment revealing the many concepts found in its definition from their own readings and experiences. Besides the dissertation, the study produced a video with the studied subjects from the material collected during the interviews, which made possible for their voices to be materialized by their own words and images, beset with their expressions and meanings, revealing the role of each. The result of this study reinforces the dominant role of users in the condition of protagonists if the perspective is actually to materialize the policy of Social Welfare as a claimable resource by the population in the condition of citizenship |
