Interrompendo o ciclo? A influência do background familiar na prevenção da reincidência infracional de adolescentes egressos da fase através do programa POD – socioeducativo

Resumo: The present work deals with the issue of preventing the repeat offense of young people discharged from socio-educational measures at FASE-RS through the POD - Socioeducativo program, carried out by the State Government of Rio Grande do Sul. The study seeks, through quantitative methods, to analyze the influence of the family context of adolescents who graduated from FASE in the process of social reintegration through POD-Socioeducativo. More precisely, it was intended to analyze whether the characteristics of the family background affect the chances of recidivism and the influence of these variables on the effectiveness of the program. To this end, a database provided by the Rio Grande do Sul Department of Planning, Management and Governance is used, which has data on all FASE graduates in the Porto Alegre units, from 2012 to 2013, as well as information on the life situation of these same young people until 2018. In the theoretical scope, it starts from an interactionist perspective in dialogue with a more structural debate, with an intersection between the concepts of "label", "stigma" and "Criminal Subjection", in together with a debate on social inequality, family structure, violence and their relationship with the formation of subcultures that value violent crime. The main results of the study point to an important role of family background in criminal trajectories and in the issue of recidivism, whose effects seem to be concentrated at the beginning of the criminal cycle. In addition to the effect of the family, the measure of deprivation of liberty itself has an important influence on this process, so that the time that the young person remains within FASE proved to be the main variable to explain recidivism. In addition, we found that participation in POD – Socioeducativo can reduce the chances of recidivism even when controlling by other variables, but its effects do not vary according to the background of the family of origin. In order to test the research hypotheses presented, multivariate analysis techniques were used, such as multiple correspondence analysis and cluster analysis to build family background profiles, and logistic regression models to verify the association between the analyzed variables and recidivism.
