Resumo: The state of Rio Grande do Sul, through the Secretariat of Public Safety, along with the state prosecutor has sought alternatives to solve the problems of prison incarceration (problems like, for example, overcrowding, poor facilities and high recidivism rate). And in this search discovered a new alternative that has had positive results in the state of Minas Gerais, call APAC (Association for Protection and Assistance Condemned). At the moment, we seek to enable a unit of the State as APAC experience. But still there is no way to say with certainty whether this alternative provide positive results as those achieved in Minas Gerais. This dissertation aims to know the APAC, characteristics, method of work, results and their relation to public entities. Find knowing how the process occurs effecting a unit of APAC and the relationship between organized civil society in the realization of the sentence of imprisonment. Searching further elucidate issues such as: whether the Criminal Sentencing Act is applied correctly in enforcing sentences of imprisonment, as it is possible to maintain a recidivism rate of less than 15%, when the rest of Brazil number bitter percentage above 75%, and the extent to which religion in this application process helps achieve these percentages
