This research focuses on the social construction of meanings produced on youth in conflict with the law from materials and their comments on the Internet media. The present study focuses on 97 articles which report the youths in conflict with the law and 496 comments made by netizens, from reading these materials, from August two thousand and eleven February two thousand and twelve. Investigating the social construction of meanings of youths in conflict with the law involves situating the offense while multiple phenomenon produced from several determinations within different social groups and classes, according to certain historical, social, cultural, political, and economic times. Such a phenomenon is gaining a prominent role in the relationship with the media, which constitutes space as possible place to the ideological construction and reinforcement from symbolic forms that, in certain contexts, serve to maintain relations of domination. Accordingly, investigating the mass media that report the youths in conflict with the law imposes on an important way to understand whether or not this statement is ideological or, if it is, how it occurs and to what extent this ideological relation influences on the social construction of meanings of youths in conflict with the law. Likewise, the present research analyzes the speech aired by online media on the young author of offense in order contribute to this process visualization that crosses his speech. This work aims also to give visibility to youth in conflict with the law, contributing to the production of scientific knowledge and to the improvement and qualification of public policies aimed at these young people and to contribute to discussion and thought processes that facilitate the transformation of this reality. This study is exploratory; it is qualitative in its nature and is based on the dialectical and historical materialist method. The method known as document analysis is here employed as a technique of investigation. An interpretation of the data was developed by analyzing text discourse, based on studies of Roque Moraes. A finding of this study is that the youths in conflict with the law are reported pejoratively by the media, taken as similarly juvenile offenders who are benefited by an apparatus Legal permissive. Thus, the subjects studied were found virtually no major insights about the social context in which these young people are included and concerns about the multiplicity of elements that articulate the youths with the offense. Regarding the comments, this research suggests a few analysis of the social situation of these young people; it also seeks alternatives or discusses the roots to the emergence of offense. Mostly, comments are marked by the presence of intolerance, violence, as a punitive retribution, criticizing the legal guarantees and calling for harsh laws aimed for these youths. Therefore, it is necessary to further extend this discussion to the social context, seizing the whole context that relates the youths with the offense and its mediation by means of communications, avoiding to individualize the phenomenon as a production only the young, detached from its social context. Accordingly, we sought also the contribution in the promotion of the guarantees, protection and defense of the rights of youths.
