Como a população em situação de rua está contemplada no processo de vigilância socioassistencial?

Resumo: This thesis presents the “rualização” phenomenon constituted as a process which is formed from multiple conditioning factors and that can initiate in the domestic sphere, of the primary relations, resulting in the use of the street as a space of survival and/or dwelling and as an identity reference. It highlights the process of “rualização” as a manifestation of the social question, product from the capitalist mode of production. It analyzes, within the scope of the Social Assistance policy, how it performs the vigilance function of unprotections and services directed to this population segment. Thus, the research starts from the following question: what is the basis and how to process Social Assistant Vigilance in Special Social Protection related to the adult population in a street life situation in the metropolitan region of Porto Alegre? The chosen dialectic critical method docks the main values that guide this study and the way of apprehending reality, a compromised choice with transformation, with the necessary interconnection between theory and practice and the overcoming of the instituted. In this way, we opt for the mixed approach, articulating quantitative and qualitative data and the use of the triangulation technique, contemplating the listening of subjects, the analysis of the context and the analysis of documents. The perverse logic of capital and the contradictory reality, where social policies are inserted, are highlighted as well as inequalities and resistances, and in the face of this, the municipal agendas relating to street life situation, their attendance and their prevention, are problematized. Still, we problematize the tools, instruments and products of the Social Assistant Vigilance and the need for territorial analysis that contemplate the lived territory and its relation with social protection/unprotection. Neoconservative influxes, the repression of workers, the criminalization of social movements, poverty and the militarization of everyday life are also addressed, a context in which the function of vigilance must have a transformative direction. The data collected show the prioritization of conservative actions, in defense of the market and bourgeois economy. The struggle for rights and social policies becomes an alternative, insofar as it materializes the minimization of the perverse expressions of the social question in contemporary times. Finally, it is concluded that, although Social Assistant Vigilance is a function that still needs further densification, as a fundamental process for the planning and qualification of the Social Assistance policy, the social assistance safeties that should be guaranteed in Brazilian social protection has not served as a beacon for the execution of the vigilance function. Therefore, in spite of the levels of unprotection that people who are in street life situations are subjected to, these are not prioritized in the process of assessing the inequalities and coverage offered by the network.
