The dissertation deals with international economic emigration of Brazilians and Brazilian foreign policy. The question is: how is the international economic emigration of Brazilians represented in the publication entitled “Resenha de Política Exterior do Brasil” between the years 2016 and 2020? The research is socially justified because the international economic emigration of Brazilians is a phenomenon that appears around the 1980s, however little is studied about this migratory flow. This dissertation may help in the elaboration of public policies for the population that is abroad. Academically, the study will fill the gap that exists about the emigration of Brazilians and the way foreign policy deals with this flow today. The choice of publication “Resenha de Política Exterior do Brasil” is justified by the fact that it is one of the only official documents that presents a compilation of the publications of the Ministry of Foreign Affairs on a continuous basis (six-yearly), which adds to the importance of to be a showcase of Brazilian foreign policy with the main themes that deserve to be highlighted. To achieve the intended results, the theoretical approach from the historical-structural theory of migrations is used, mainly through the studies of Saskia Sassen, and the theoretical approach of contact networks and transmigration, mainly through the studies of Nina Glick -Schiller. The research will be carried out through a qualitative approach. Thematic categorical content analysis based on Laurence Bardin is used for the classification and categorization of publication elements. Among the results of the research, it highlights the verification that between the years 2016 and 2020, the Brazilian foreign policy continued the practice of consular assistance as the main agenda in which the international economic emigration of Brazilians is dealt with. However, compared to information from previous studies, we observed that consular action loses direct contact with communities abroad, which is a negative point for PEB and a challenge for Brazil to develop public policies for these communities.
