This Thesis analyze the recruitment and appointment of mayors in authoritarian Brazil and their careers in the current democracy from 80's political reform to the 2012 municipal elections. Until then, many studies on recruitment have concentrated on parliamentary elites in democratic periods, so there are few researches over mayors at political parties in authoritarianism. After the execution of thirty-seven interviews and a exam of biographical data and career of hundred-seven appointed mayors, was traced the profile of recruitment and careers. The recruitment agencies (local and state) recommend ones candidates with elite's features, high level education and traditional political and family origins. Social capital measured by connections in political and social field, was source of recognition by members of party's agency. After 79's political reform, the low production of political leaderships, the ASN continuity, are conditions for mayors' follow political careers in the new Brazilian democracy, either on state bureaucracy, as in elective office. |
