Resumo: This master thesis seeks to understand and discuss, from the view of the critical social theory, the daily work of social workers serving at Social Security Institutes in the Greater São Paulo area, precisely five local public institutes. The purpose of this research was conducted by the view of the Ethical-political Project of Social Work, placing it in the socio-historical juncture in its various determinations, so limits and possibilities are part of the same dynamic of reality in the perspective of defense of social security rights of the insured in these institutes. Thus Chapter I expressed from the ontological dimension of social being, the work activity, the contradiction between capital and labor in order to understand this unity in diversity in the cyclical crises of large capital and which ones are the repercussions of this offensive in Brazil. The Chapter II dealt to historicize the Social Security in Brazil and its pension reforms in 1998 and 2003. The concern of Chapter III was to contextualize the profession of Social Work in the State sphere, understanding that the profession, from the perspective of work division, can only be analyzed in the context of societarian transformations, having the expressions of Social Issue as its aim of work. This problematization was illuminated by the Professional Project on the understanding that conservatism, being one way to understand the production and reproduction of material life and social, surpasses the history of the profession and stands today as a reality to be faced with theoretical and methodological skills, as well as the ethical-political and technical-operational ones. The Chapter IV was built with the interlocutors from the research partners, with rich interview material, contributing to the finding that the professional project is under construction in these socio-occupational spaces, since it was possible to identify some foundations for this building, however, it needs articulation of forces and organization among professionals because acting individually runs the risk of succumbing to the neoliberal strategies
