Políticas públicas de atenção residencial para usuários de álcool e outras drogas na cidade de São Paulo

Resumo: This investigation describes and examines residential care policies for alcohol and other drug users implemented in the city of São Paulo-SP, attempting to establish connections with the context in which they were established. The processes of formulation and institution of these policies were investigated inside a historical perspective, producing memory about the experiences of residential care in AD examined: Moradias Assistidas, Unidades de Acolhimento Adulto, Hotéis do Programa De Braços Abertos (DBA) e os Serviços Integrados de Acolhida Terapêutica (SIATs). This multiplicity of experiences, developed by different managements in a period of 10 years, determined our option for São Paulo. As a method, our support is the perspective of historicity. We use the resource of oral history, based on semi-structured interviews with key representatives who participated in the processes of conception and/or implementation of these programs, as a way to reconstitute the history of residential care in AD in the municipality, together with public documents and other documents on these policies to which we had access, in addition to the bibliography available on these types of residential care. The interviews, together with the documentary and bibliographic sources, were analyzed from four major themes: the process of implementing the modality of residential attention, the context in which the policies were instituted, the principles and directives that guide each modality of residentiality and the developments for care. The modalities were presented, based on these themes, in a timeline related to their implementation as public policy. The results indicate differences between models guided by abstinence or harm reduction. They also highlight the central importance of psychosocial care in AD, as a possibility of operating territorial care in freedom, supported by the link and oriented to meet the needs related to the conditions experienced by users. The contextual determinants of the process of formulation and implementation of each modality in its national and local dimension are relevant to the characteristics of each modality. The historical analysis of these policies revealed that disputes, a dimension behind public policies, mark their development, generating impacts on the attention offered to users based on conceptions and projects implemented by each government that rises to power, denoting a plurality and discontinuity in the process of consolidation of public policies for residential care in AD in the municipality of São Paulo.
