The dissertation Social work and housing movements: a study of the trajectory of the technical consultancy Ambiente Arquitetura and the União dos Movimentos de Moradia de São Paulo, presents the contribution of the social work advisor through the experience of the social work of the Ambiente Arquitetura technical consultancy, together with the União dos Movimentos de Moradia de São Paulo (UMM-SP), in Social Housing programs (HIS; Habitação de Interesse Social); more specifically, in the program ‘Minha Casa Minha Vida – Entidades’ (PMCMV-E; My House My Life – Entities). The objective of the study is to analyse the political dimension of the social work of the technical consultancy from the perspective of self-management. UMM-SP is one of the oldest housing movements and thus brings a diversity of elements and riches to the historically important ‘urban question’ in Brazil. In contrast to the logic of the market that excludes parts of the population and stimulates individualism, UMM-SP acts through popular participation mechanisms and self-management in the production of housing, and the organization of workers in the struggle for rights and social change. In the 1990s, various technical consultancies were founded, among them Ambiente Arquitetura, which was created in 1992 with the objective of acting with the housing movements in the struggle for rights and for an urban policy that attends to the needs of the low-income population. This study begins with recognizing the trajectory of these actors in the context of urban and housing policies and the successes of the housing movements; the hypothesis being that the social work realized by the technical consultancy Ambiente Arquitetura, in partnership with UMM-SP, possesses a differential quality for being tied politically to social struggles. The methodology of the research was based on a critical perspective and on studies of historical and dialectic materialism, involving scientific procedures: bibliographic research and qualitative research with the leadership of the housing movements and professionals who participate in the housing projects. It is composed also of procedures, observation and activity, materials and photographical registries. The results indicate that the leaderships and technical advisors present a common political identity guided by urban reform, by the right to the city, and the struggle for quality housing through social participation; shown also are the tensions, conflicts and different points of view between these political actors that causes difference in the public sphere, and, principally, that the technical social consultant has an important role in the strengthening of the housing movements and in the orientation of the groups that act with the objective of promoting social control over the production of housing, through self-management |
