This master's dissertation aims to understand the reasons why there is no complementarity of attention to users of the Referenced Emergency Unit of University of São Paulo Faculty of Medicine Clinics Hospital (UER-HCFMUSP), a member of Unified Health System (SUS) by the basic and specialized social protection services of the Unified Social Assistance System (SUAS). The study begins with a brief history of Health and Social Assistance policies, when they coexisted about the birthplace of philanthropy, in a period preceding the promulgation of the 1988 Federal Constitution and recognition within the scope of Social Security as a citizen right. It then develops an exploratory, intentional and qualitative research that analyzes the content of 26 records of the UER-HCFMUSP relating to patients / users in which the complementarity of social protection was sought with socio-assistance services without having been made possible. Processes the dialogical approach of the object through nine interviews with social workers of the UER-HCFMUSP and of SUAS services in the city of São Paulo.
