In 2006, there was the construction of the Pact for Health, a new concept of public policy that planned to create a process of agreement among managers, to implement policies and actions, which implies that the municipal health departments have begun to manage the large part of the public health service provision in the domain of SUS, the legal responsibility for contracting, payment, monitoring and evaluation of the management of a large set of private units. This research had as objective to diagnose the challenges, difficulties, and experiences of Municipal Health Managers regarding the allocation of financial resources and the health budget. In this qualitative research, data was collected through a virtual and asynchronous discussion forum, promoting the exchange of experiences of volunteers responsible for establishing public health policies, whether from the Municipal Executive and Legislative branches, or Municipal Health Secretaries, resulting in a rich and relevant content. This research has had a total of 11 volunteers from municipalities in the region of Marília and Presidente Prudente, in the central-western part of the state of São Paulo, who have discussed for five agendas consisting of themes from the daily life of managers. For data analysis, For the analysis of the results, the Content Analysis technique was used in a qualitative study, aiming at improving municipal financial management of the SUS. And, according to the analysis of the data obtained in this study, it was possible to identify the main difficulties faced by public policy makers and municipal health managers, as well as to create strategies and actions for this study group, it is also important to emphasize the degree of complexity of municipal health management, including the demands from the Ministry of Health. The function of the Municipal Health Secretary is a great challenge, however, it is an activity that brings great contribution to the Public Health of Brazil |
