Resumo: This dissertation examines the intellectual production and political performance of Armando de Salles Oliveira (1887-1945) related to the educational theme related to industrialism underway in Brazil, between the years 1931 and 1937. To understand the forces at work in the aforementioned historical scenario, the research considers aspects of academic formation; the career of engineer and entrepreneur; acting with the group of the newspaper O Estado de S. Paulo; the foundation and the presidency of the Instituto de Organização Racional do Trabalho (IDORT); his mandates as Federal Interventor and Governor of the state of São Paulo; his presidential campaign and his consequent exile. The historical sources selected and consulted correspond to a set of publications from the periodical O Estado de S. Paulo and Revista IDORT, decrees and political speeches. The procedures for analyzing such material are based on the studies of Antonio Gramsci, considering the revaluation of cultural struggles, subjectivities and the role of intellectuals in society, establishing a dialectical link between theory and practice. Notwithstanding the scope of education, Armando de Salles Oliveira's work on professional, primary, secondary and higher education, showed his commitment to a political and cultural project based on the formation of a civil society at the service of industrial development
