The present investigation puta as a main question, a record of the socio-political course trends within the legal process of Social Welfare regulation, as a Public Social Policy, integrated to Social Security. Our methodological procedure was achieved by retrieving the courses of the Organic Law Proposals in discussion, through a study of such opposite and Glose points held within those proposals, detected irem a decodification of a rationality they've called forth to construct a political model for Public Care within Social Welfare field. Brazilian Federate Republic Constitution, promulgated in 1988, introduced a novel for of Social Security, by integrating Health, Social Welfare and Social Assistance Policies - establishing as a constitutional requirement that wuch policies should try to accomplish their proposals, through a legal regulation, in order- to constitute a wide Social Care Policy. Never-thless, alI long this process, Social Welfare Law Project was the only one to endure a tótal veto frem the President of Republic, thus provoking many discussions and debates that demand and deserve some investigation and studies. Such discussion encompasses three primary sources of enonciationl of proposals: the National Congress political representation, the State bureaucracy and the syndical/professional movements articulations.
