Resumo: The debate about the social and productive inclusion on professional training and qualification, have always premised on the social that is part of vulnerability the population. Ensuring access rights from the generation of employment and income of this population in view of emancipation and citizenship is an issue that is put into law. The aim of this study was to analyze the proposals of the National Social Assistance in the field of productive inclusion implications to the organization of the Unique System of Social-ITS, and identify possible strategies for interfacing with other social policies for the promotion of inclusive production .The study will be delineated through research of official documents: Constitution, 1988; Organic Law of Social Assistance, 1993; Organic Law of Social Assistance Annotated, 2010; The National Social Assistance, 2004; Basic Operational Norm of Social Welfare, 2005; Types of Services Socioassistenciais, 2009; Guide to Work and Income Generation, 2008, which treat the subject in order to confront the theoretical view of the problem with external reality. As a public system that operationalizes the National Social Assistance, the ITS has in official document sand legal considerations regarding the definition, objectives, principles, organization, management, among many others that guide and track the history of welfare in Brazil
