Resumo: Modern consumption patterns, their environmental impact and the role played in these by governments, as consumers of goods and services, have been the subject of ever increasing debate, with significant reflections in Brazilian legislation. Since at least the first half of the twentieth century, several countries have adopted guidelines for integrating sustainability criteria and directives into their public bidding procedures, a practice sometimes known as green public procurement. Beyond performing their intended procurement role and guaranteeing equal treatment between bidders, public bidding procedures incorporating green practices serve a regulatory function. Thus, environmental public policy may be implemented through such procedures, and these have already been put into law in Brazil by municipal, state and federal administrations. This master‘s dissertation aims to examine the legal nature, benefits and drawbacks of green public procurement, assessing, at first, how the state may make use of it buyer power in implementing public regulation and public policies. In later chapters, the dissertations focuses on studying federal statutes regarding public bidding and administrative contracts, as well as their international background. In its final part, the dissertation will present a case study of federal administrative green procurement contracts signed between 2013 and 2017
