O direito à educação de jovens e adultos: da denúncia ao anúncio de uma perspectiva crítico-libertadora

Resumo: This research aims at investigating possibilities and limitations to the right to education of young and adult people in a critical- libertarian conception. It occurs at a specific time in which the EJA (Youth and Adult Education) modality has, for the ninth consecutive year (2007 to 2015), presented enrollment drops and demand contingency with only a little decrease. Having these challenges in view, the study is organized in a qualitative research, possessing a bibliographic study based on human ethics, on the real right of education for all. We have highlighted the categories “ser-mais”, “consciousness” and “integral formation”, all of them dealt with by Freire, as well as “ethical principles”, “otherness” and “political power”, analyzed from the concepts “potesta” and “potentia”, by Dussel. With these bibliographic references, the arguments systematization is organized in a dialectical analysis between the denunciation and the announcement of the real right to education belonging to young people and adults. Denunciation is treated from reality data and historical records which configure guiding paradigms to the right to education, in which intentionalities and the meanings of some legal landmarks and some public policies are evidenced. In order to support the announcement, we have possible contributions from the critical-liberating conception based on the Lifelong Education paradigm, a guideline to the right to EJA. The investigation about the announcement of an education that can realize the right to education with social quality is carried on in a trajectory that extends itself in the exercising of the “práxis” by means of a documental study of 27 practices and policies of EJA awarded by the Ministry of Education (MEC) from 2005 to 2012. From all those practices, two have been selected for the case study, which displayed evidences of the fulfilment of the right to education belonging to young people and adults under a critical-liberating perspective. The research results allowed us to conclude that the reorganization acts of the youth and adults education are lilkely to occur linked to, however, complex processes that involve social movements which can foster, by means of political power, the State’s ethical-critical commitment towards the social quality of education, orienting access conditions, permanence and integral formation conditions
