The present work has as a theme the study of the invisibility of the rurality for the social assistance policy in the municipality of Biritiba Mirim/São Paulo, aiming to understand the process of inclusion/exclusion of the rural population in the services, programs and benefits of the municipal policy of social assistance. The aim was to understand the new conceptions of "rurality" in Brazil and the social protections in the national policy of social assistance (PNAS, Política Nacional de Assistência Social, 2004). Our hypothesis is that the rural population does not access the social protection through the social assistance policy due to the lack of strategies at the municipal level, as well as the lack of knowledge about the services offered and the characteristics of this population. The methodological processes that guide the making of this dissertation are based on qualitative researches, involving survey data collection, reading and synthesis of bibliographic and documentary material, empirical research, with the application of surveys involving 14 employees at the Municipal Department of Social Assistance and Development Of Biritiba Mirim (Secretaria Municipal de Assistência e Desenvolvimento Social de Biritiba Mirim), the executive secretary of the Municipal Council of Social Assistance (Conselho Municipal de Assistência Social), 21 clients of social assistance services and 09 clients of the Social Solidarity Fund (Fundo Social de Solidariedade). The synthesis of the data collected in this research points to the fragility in the municipality regarding the processes of territorial diagnosis, planning of actions, elaboration and implementation of services, programs and projects. Furthermore, it shows the difficulty in achieving the municipal social assistance policy's identity as a public policy, a duty of the State and a right of the citizens |
