This study aims to investigate whether the implementation of the Environmental Preservation Project - PPMA has improved the living conditions of the population of Picinguaba. Tends as central objective to structure the Parque Estadual da Serra do Mar - PESM to assist the objectives of Environmental Preservation of the Atlantic Forest, PPMA, for the area of Picinguaba, adds this aim at the preservation of the culture traditional inhabitant of the seaside, besides the improvement of the conditions of that community's life, because her existence enlarged the possibilities of environmental preservation of the area and it would impede her destruction. With this goal, makes use of a policy of sustainable development that can encompass both goals. In that sense, this investigation tries to align a conductive thread that marks the evolution of the concepts in economy towards the "new parameters" and of the "new rights" and consider them as base of the present study, tends in view if treats of a differentiated population and that was out of the market
