Resumo: This research seeks to analyze the possibilities and mediations of immigrant integration in São Paulo and access to housing, considering the city of São Paulo as an empirical ground, using as a sample the dynamics that occur in the territory of the Anhanguera district (extreme northwest of the city), administrative region belonging to the Perus Regional Prefecture, based on the Haitian immigrant community that lives there, in light of a counter position to what has been proposed by the Municipal Policy for Immigrants (PMPI) since its institution in 2016. The aim is to analyze how this policy drives the process of integration with the city based on access to housing, and specifically to explore the concept of access to housing permeated by the PMPI and point out the contradictions in the process of receiving immigrant populations based on the initiatives of public municipal authorities. This is a study with a qualitative methodological bias, of an exploratory nature, which includes a bibliographical review, analysis of legislation and regulations, as well as participant observation. It also uses the methodology of social cartography, which focuses on contact with the subjects and semi-structured interviews with representatives of the public authorities and actors in the territory. This study reveals characteristics of provisionality inherent in actions related to the immigrant population for society, even from a political point of view. It does not intend to exhaust the possibilities of results, but points to the need to develop policy plans that seek to prevent the violation of rights through constant approximations with the demands of the population and strategies for mapping how the populations are occupying the city and for the creation and refinement of mechanisms for inter-secretarial dialogue between the CPMigTD (SMDHC) and the other Secretariats
