The present thesis is the result of a research that aims to discuss the social work done with families in the city of São Bernardo do Campo, state of São Paulo, Brazil, related to services of Special Social Protection. The experience in São Bernardo do Campo, which has started in 2009 with the challenge of establishing the Centro de Referência Especializado da Assistência Social (CREAS) [Specialized Reference Center for Social Assistance] and constituting a staff of professionals able to develop actions according to the new Social Assistance Policy, has inspired the reflection about the responsibility regarding the families that look for the service and present different levels of social vulnerabilities and high complexity situations. The research embraces the family study in the contemporaneity and its relation with the Public Policy based on a bibliography about the subject, as well as the legal and recognized referential that has ruled the social support for the families and the Social Assistance Policy through history. Quantitative research is adopted for investigating data about the families attended at Special Social Protection in São Bernardo do Campo, the social assistance system present in the researched families‟ territories and the current demand. Qualitative methodology is adopted on the empirical research, in which interview and focus group techniques with the professionals are used, as well as questions related to the methodologies adopted according to the National Social Assistance Policy; the conception about family and the occurrence of familiar matriciality; the measures for identifying the necessities and families‟ situation as soon as they look for the social service; intersectoriality and networked actions. The analysis of the interviews reveals a work that is still punctual and emergency however it presents important progress and a strong potential to be developed |
