This study aims to provide an analysis of the local management of the Brazilian government welfare and cash transfer program Bolsa Família in Guarulhos, the second largest city in São Paulo State, with the purpose of studying the alternatives for intersectoral mobility policies in Health, Education and Social Work derived from the Bolsa Família program. Like most Brazilian large urban conglomerates, Guarulhos is a city of stark contrasts. On the one hand, it contributes the largest quota in taxes in São Paulo State, and on the other, many of its residents live in squalor and suffer from the lack of infrastructure and social exclusion. In 2005, when the Guarulhos City Administration joined the Bolsa Familia Program, it adopted a peculiar strategy in its management process and assigned the local administration of the Bolsa Familia to the mayor‟s wife. This decision has created tension among intersectoral relations in the Program‟s management. As well as analyzing this procedure, this study gives a brief insight into the dynamics of the Guarulhos Social Control Council for the Bolsa Familia Program |
