The requirement for this public policies is emphasized by the fact that only then could achieve an improvement in the Brazilian economic development, since there will be an investment in human potential that often are neglected by the Government. Higher education is included as a necessary part of the preparation of the citizen, as a practice of freedom development, whereas that knowledge liberates, "Education is freedom." In this sense, full scholarships to needy student body, interested in expanding their knowledge with deep studies, doing research and internship; enable them to achieve the same level of other students, with better opportunities in life. It will provide equality among students seeking full employment and social development, thus increasing the prospects of a democratic access to higher education and the student permanence at university.
