Resumo: |
The present research aims to analyze the relationship between democracy, public security and civil participation in the city of São Paulo, based on the implementation of Communitarian Public Security Councils at the end of the 1980s. The hypothesis is that such spaces of civil participation, although they accompany the democratizing measures of social policies demanded by social movements, CONSEGS have not demonstrated that they are an instrument for overcoming the well-known violent and authoritarian tradition of police institutions, operating in a way that perpetuates and legitimizes violence committed against the poorest population. A bibliographical review of research focused on the topic was carried out and the minutes of meetings of CONSEG Consolação/Higienópolis/Pacaembu were consulted, as well as publications on their official social networks |
