Resumo: The goal of this work is analyzing how Mathematics was taken into account in the elementary school teacher s background in the State of São Paulo, during the period comprised between the years 1890 and 1930. A geographic-temporal space characterized by significant educational changes in the scholar culture will be presented. In the core of such changes, it is possible to realize the role that Mathematics has played, initially fulfilling the worker s background needs and then providing knowledge to the children s intellectual phase. Such changes are brought into light by studying: (a) how Legislation has impacted the Elementary Education during the Brazil Empire period and (b) how the republican cultural context has drawn new guidelines to Brazilian Education, particularly in the mathematical background of the so-called Public Instructional Educator in the State of São Paulo, during the First Republic. Research sources are based on the Official Education Legislation of the State of São Paulo and the Education Magazine that appears in 1902. These sources reveal the name of Mr. Parker whose letters have been recommended to educational purposes by the educational managers and distributed to all public elementary schools of the state of São Paulo which were in charge to adequate the republican idealism to the Education
