Resumo: In this dissertation we analyze the development of drug policy in Brazil between 2006 and 2016. Our initial hypothesis asserted that contemporary expressions of conservatism were related not only to resolutions present in the prohibition resultant from anti-drug policies, but were rooted in social processes that contributed to the institutionalization of psychiatry in Brazil, since its emergence in the mid-century XIX. Besides being confirmed throughout the research, the initial hypothesis led to another, also proved to be correct: in addition to the stigmatization resulting from psychiatric hospitalizations justified by the naturalization and medicalization of expressions of the “social issue”, religious and neoliberal aspects such as the privatization and the fragmentation of social policies were also noticeable. The investigation process involved bibliographical and archival research, conducted mostly in public archives, and the use of public documents as well as secondary data on the subject. The dissertation is divided into three chapters which structure the questioning and argumentation, namely: 1- theoretical substantiation of the conservatism and its historical resolutions; 2- particularities of the development of asylum practices in Brazil to meet health needs arising from the use of alcohol and other drugs, as well as the antecedents of the drug policy; 3- analysis of the constituent documents of drug policy as well as the access of therapeutic communities to public resources in the context of drug policies
