This work aimed to portray data and information on private educational groups of higher education in terms of transnational relations, regulatory frameworks and their political role to the current portrait of holding companies that operate in the private sector. The idea is that this study may bring contributions by drawing a parallel between the regulation and the mechanisms of action of these groups, which are very relevant in Brazilian higher education, with the current scenario, in addition to reflections on what behavior trends in the sector might appear in the next years. For this discussion, the scientific literature (theses, dissertations, articles) reported in national and international databases, available online in the last fifteen years, was chronologically organized, emphasizing how the corporate operation processes of educational groups occur. Since 2005 it is possible to observe a new stage of organization of educational conglomerates due to federal higher education policies that have been implemented, and also the entry of transnational capital in the sector. This aroused the discussion about the roles and responsibilities of regulatory bodies and the private sector. Therefore, it is clear to understand how intrinsically related the regulatory processes are, such as the regulation policies of distance learning modality and medical training, with transnational financial holdings, which incorporated new forms of corporate organization and partnerships, such as joint ventures |
