As documents that communicate in the international arena local actions to achieve the Sustainable Development Goals (SDG), this research will focus on the Voluntary Local Reviews (VLR) produced by the three largest cities in Latin America: Buenos Aires, Mexico City and São Paulo, which are also important loci of urban and social problems, and consequently spaces of effervescent policy making. The objective will be to analyze what are the common points and peculiarities of each city in the process of "localization" of an international development agenda such as the 2030 Agenda. In this sense, the concept of localization will be used as a synonym for the translation of norms, referring to this process at the local level, and more specifically in this research, that of cities: the local adaptation and consequent reinterpretation of global norms and policies. The VLR documents of the respective cities were analyzed under two lenses: a) the comparison between VLR prepared by the same city, seeking to identify the continuity or not of the narrative and priorities of the local government regarding actions for the SDGs; and b) the comparison between the VLR presented by the three cities, with the aim of identifying similarities and differences in the documents presented. The main focus of analysis were local indicators selected and reported to monitor one of the targets of SDG 5: Gender Equality, which expresses the localization process at its most granular state. Based on this analysis, an overview is proposed that explains the peculiarities of the localization process, in the light of the discussion on translation of norms. The literature review and document analysis were complemented by semi-structured interviews with representatives of the International Relations area of the local governments of the three cities, in order to identify details and peculiarities of the SDG localization process, with emphasis on Voluntary Local Reviews and the selection of indicators. The present research, therefore, aims to be a study of the process of incorporation of the Sustainable Development Goals in the three selected Latin American cities, and aims to: a) identify the replication or adaptation of the sustainable development agenda in the formulation of local policies, and their corresponding forms of monitoring (indicators); and b) systematize common points and peculiarities of each of the cities in the localization process, thus generating an analytical overview |
