Resumo: This work aims to offer a contribution to the improvement of decisions on urban contaminated sites’ management decisions. The negative impacts of industrialization came to light at the end of the 20th century, and it is possible that changes in the quality of soil and water are prior to the industrial phase. It is not possible to say what the original concentrations in the soil for different substances would be. Due to cases such as Love Canal, countries started researches to identify contaminated sites, to establish concentrations as a reference for, considering values beyond these limits, to determine the occurrence of risks to human and ecological health. In Brazil, São Paulo State has developed, since 1990s, a procedure for the identification and management of contaminated sites that has been applied by the environmental agency, allowing a register, publicity about area condition and the Law State n. 13,577/09, which established guidelines and procedures for soil protection. The confirmation of contamination requires a risk assessment to assist in the identification of environmental damage. The ecological risk has literature and international standards, but it is a challenge because it depends on the establishment of a Conceptual Model with the identification of relevant receptors. In urban and anthropized areas, it is necessary to verify the real usefulness of an ecological risk assessment. The monetary valuation of environmental damage is another topic that requires attention and has been used in the collection of indemnities when repair is not possible, or for environmental loss of profits.
