O Centro de Visitação Assistida “CEVAT-TJSP” na perspectiva do trabalho de assistentes sociais

Resumo: The present research aimed to analyze the genesis, development and contribution of the “Centro de Visitação Assistida (CEVAT)” - unique in this category in the whole country-since its foundation in the hall of “Foro João Mendes” until the consolidation as a public service provided by “Tribunal de Justiça do Estado de São Paulo (TJSP)”. For the realization of this work, it was selected social workers and psychologists employed in the “Foros” of the capital and the metropolitan region to monitor the visits between non-custodial parents and children and teenagers in personal, social and rights violation risk. The motivation to investigate CEVAT’s social-historic path relates to inquires about the factors that lead to the maintenance of a service which presented precarious work conditions, changes to improvised and inadequate locations to receive families and the lack of training to qualify the professional work. In addition, it is practically nonexistent scientific production held by Social Work about the theme supervised visitation, although social workers have been working on this procedure since 1960. For the unveiling of the object, the study was structured in two chapters, besides the introduction and the conclusion, which contains the analysis of the elements of the socialhistorical formation of the family, based on the theoretical scope about the judicialization of family relationships, having as main demands in the lawsuits the divorces (characterized by high conflitc divorce) and three types of violence (domestic, sexual abuse and parental alienation). Such situations directly affects the children and teenagers’ right to familiar and communitarian environment and reveal the demand for supervised visitation in which it has been gaining visibility in the debate carried out by the “Sociojurídico”. Therefore, the socialhistorical retrieve of CEVAT’s 57 years was systematized, in order to understand the reasons for its solid institucional rooting, as well as to obtain knowledge about the meanings of the professional work done by social workers. The methodology adopted was based on documentary research of provisions, regulations and legislation that refer to CEVAT and the execution of semi-structured interviews with professionals who worked on the three phases of the service’s restatement (1991, 2006 e 2017) and experienced the demands for better work conditions, represented by “AASPTJ-SP”, the supervision of the “Núcleo de Apoio Profissional aos Assistentes Sociais e Psicólogos da Coordenadoria da Infância e Juventude do TJSP” and contributions of the two coordinating judges that argued polemics conditions, being one in favor and the other against maintaining the service. It was possible to conclude that the institution attended the requests for the improvement of the material conditions and technical work supervision, currently having an excellent infrastructure that meets safety and surveillance regulations. However, the improvement of the social worker’s professional intervention in the procedure of the supervised visitation remains without corresponding to the theoretical and methodological foundations of the profession
