Resumo: The aim of this study is to investigate the most suitable methods for hiring consultants to structure projects intended for the delegation of activities of public interest or ownership. Initially, we analyze the nature of project structuring services, demonstrating the activities and products to be developed by the consultants. From this evaluation, we conclude that these activities constitute a specialized technical service of a predominantly intellectual nature (Art. 6, Item XVIII, of Law 14.133/21). Based on this premise, we conclude that not all procurement modalities provided for in the Public Procurement Law can be used by the Public Administration for this purpose, leaving the public manager with the options of public bidding or contracting by non-competitive means (when the choice is for contracting). Additionally, we foresee the possibility of studies being conducted through an authorizing act, via the expression of interest procedure (EIP). Considering this range of options available to the Public Authority, how to choose the most appropriate system for selecting consultants to structure projects for the delegation of public interest activities? Answering this question is precisely the central objective of this thesis
