Resumo: |
This study aims through the instrument called “universal design”, a term created by the development of architecture and design, some way to develop public policies with the capacity to give effectiveness to all the technical, legal, national and international documents that aims to promote the universal inclusion of the group of the People with Disabilities. To reach this, this study adopts the historical revision of the People with Disabilities rights, and the historical evolution of the architecture until the creation of the “universal design” institute. After this, this research analyzes the international documents, as well the theories of its effectiveness at the national systems, to finally analyze the instruments that exists at the current Brazilian system, with the legal precedents and the clarifications of the Periodic Report of Fulfillment of the Inter-American Convention on the Elimination of all forms of Discrimination Against Persons with Disabilities. Trough all the documents revision it goes to the policy cycle, to find a tool to analyze in a objective way all the instruments observed at the study |
