This thesis aims to contribute to the current debate on the social assistance policy when implementing the National Socio-Educational Services System (SINASE - Law 12,594 / 12) in the implementation of socio-educational measures in freedom, interfaced with the Sistema Único de Assistência Social (SUAS - Law 12,435 / 11), set the topic discussed as responsibility of the National Social assistance Policy (PNAS 2004). This articulation defined the social protection services to adolescents in conflict with the law, in compliance with socio-educational measures of Assisted Freedom (LA) and Services to the Community (PSC), typified as Special Protection Services Medium Complexity, in this sense thesis concludes the debate / joint required between the social assistance process and the socio-educational process, aiming an essay on the delimitation of the issues with a view to completion of the debate to date. Means the Social Assistance as citizen’s right. It is a protection system non-contributory, decentralized and participatory, aimed at guaranteeing constitutional principles, reaffirmed in the reformulation of the Organic Law of Social Assistance in 1993, recognizing thus the Social Assistance Policy as right, excluding extension of contributions, dividing responsibilities between federal and sharing technical cooperation instruments, especially with regard to co-financing for the realization of the policy here - implementation of socio-educational measures in freedom. To this end, the thesis aims to analyze the methodologies used by the multidisciplinary team run educational measures service in an open environment, in reference to the guidelines of the special protection defined by the SUAS. Search check whether the information conducter because SUAS contribute to the effective monitoring of adolescents in conflict with the law and what the limits of action over another. The methodology chosen for the development of research included quantitative documentary research, with qualitative data processing as well as wheels conversations with socioeducadores responsible for monitoring the adolescents in compliance with socio-educational measures in freedom |
