The dissertation raises, analyzes and discusses the benchmarks of the Integrated Health Service Network for People with Disabilities (RCPCD) in order to systematize subsidies to the participation of Speech, Language and Hearing Sciences in the implementation and in the routines of the Network. This study was developed from documentary research, a retrospective survey with qualitative approach. The data collection was performed in printed and digital media, raising documents (Conventions; Protocols; Laws; Ordinances; Norms; Instructions; Health Care Guidelines, etc.) and bibliographic references about the Integrated Health Service Network for People with Disabilities (RCPCD). To contextualize the analysis, it was set a brief historical and social panorama of people with disabilities in Brazil during the twentieth century, as well as international events that have influenced the public policies for people with disabilities. Having such scenario as a background, the results of the documentary survey were categorized from the Ordinance 793/12 of the Ministry of Health, which is the main Ordinance of the Network. The discussion is structured according to the Speech, Language and Hearing Sciences participation possibilities in the RCPCD, through the indictment of opportunities and potentialities, as well as challenges to intensify the performance of the area in a public policy that directly touches various latitudes of speech therapy work. The conclusion of the research indicates that, because of the principles, guidelines and logic of the RCPCD, the transformation of the logic of care in health and the social perception of disabled people also depend on the work that the Speech, Language and Hearing Sciences can do with the language and communication of this population, since social inclusion and autonomy ask favorable conditions for communication and language |
