Resumo: The research proposes the analysis of the Guide to Civics (Guide, 1971) by Diniz Almeida do Valle, a guiding document for teachers of the discipline of Moral and Civic Education (EMC), in High School. The document prepared by Almeida do Valle was ranked first in a competition held by the MEC and had its basic ideas drawn up by an organizing committee formed by a group of intellectuals linked to the dictatorial government, in the 1960s and 1970s. It is possible to conceive of a concern with the progress and development of the country present in the themes and sub-themes addressed. The periodical press followed the process of carrying out the contest, presenting itself as an important resource for collecting information about its execution and the intellectuals who participated in the entire dictation, given the relevance of each one and their role in government and institutional bodies. By analyzing the above document, the newspapers that circulated between 1960 and 1972 and articles and works published on the focus on the binomial security and development present in Brazil during this period, it is intended to understand how the competition for the preparation and development took place. publication of the Guide, the intervention of intellectuals involved in the organizing and judging committees, based on the vision of security and development expressed in the content. In order to meet the proposed objectives, this study presents data collected from the aforementioned source and from the Brazilian Digital Hemeroteca (HDB), the chosen channel for collecting and systematizing information about the context and characters involved in the realization of the document through procedures based on History of the Press, from a historiographical, bibliographical and analytical perspective
