The main objective of this work is to carry out an analysis of the reactions, the discourse of internal actors on the process of privatization of the CESP (Companhia Energética de São Paulo) also the extern actors on the process of emancipation of the urban nucleus of Ilha Solteira, as well as the connection of these discourses with the logical between pre and post- privatization, and pre and post- emancipation. Important categories were part of the content of the research considering your binding with the topic: the patrimonialism, as an almost inherence, or an atavism, in our people, intensified when the relationship with the government is straight, in case of the officers of a state owned company and of inhabitants of a "city" which tutelage was daily and in all the areas of the public life; the concept of identity that cements the professional and communitarian relations among its members, and between them and the organizations to which they belong, and the concept of social representation, which first movement, according to Moscovici (2003), the "anchorage", causes the first danger signal, or estrangement facing a situation, we anchor ourselves in some port, and that brings us the rationalization, often by the use of the metaphor and of the rhetoric. I am a former officer of the CESP and I worked actively in working groups of change model of the company and in the process of emancipation of the urban nucleus, which allowed me to obtain many insights that could be used as content for the instruments of the research. I took advantage of previous research, both of the CESP and of the Urban Nucleus, and I made a comparative study between them and my own research, ranging from participant interviews and questionnaires observation, through desk research. There are significant changes, some unexpected, between the previous results and the new ones, but also increase the intensity of previous positions. Some groups of managers in previous research (1999) were clearly limited the mission of the State in the energy industry, on current research changed their minds. The main reason for the change is non-compliance with the Protocol at all there was for the State while going out from the energy industry should continue to control it using the mechanisms that were created for such. The energy for some of the participants is a public one. As for Ilha Solteira took in 1992 its first Mayor-elect still lives the nostalgia of CESP's tutelage. The identification of a large part of the population with the company are still very high because young people doesn t fixate on the town and the population that remains are the one who lived under the protection of the Great Mother .
