Família e violência doméstica contra crianças e adolescentes: um desafio para a política de assistência social

Resumo: The VDCA- Domestic Violence against Children and Adolescents - is a present reality in our country and for its resolution, we need interdisciplinary and intersectoral actions, aiming to break the intergenerational vicious cycle perpetuated by it. The SUAS Unified Social Assistance System - por extenso, through the National Typification Services Sócioassistenciais proposes a service's target audience situations of violation of rights and includes among its demand, VDCA: the PAEFI - Protection Service and Specialized Care to Families and Individuals. The assumption is that the Social Assistance Policy alone will not account for the complexity of the phenomenon in question. To check it out, set aimed at analyzing the operationalization of PAEFI in caring for families in which there is the problem of VDCA, in the city of São João da Boa Vista São Paulo, Brazil. To make such analysis, we appropriate the following specific objectives: to identify the role that the family occupies today within the Social Assistance Policy, through a short historical review; define VDCA presenting its modalities, symptomatology and family characteristics consequences; analyze the structure, working process and the product of actions taken by PAEFI in terms of effectiveness and efficiency. The theoretical and methodological process was built based on a historical perspective of the family, also considering the context of public policy and VDCA service to this phenomenon. The survey was conducted in CREAS - Reference Center Specialized Social Assistance located in São João da Boa Vista, the families met in 2012, who experienced rights violations through the occurrence of VDCA, by analyzing collected data and also by observations made in direct monitoring of and deployment of context PAEFI. The study indicates that the services provided to meet the problem of VDCA within Social Assistance Policy alone can t break the above phenomenon and the service PAEFI, the way has been executed, didn´t proved to be effective and efficient in order to achieve its objectives.. From the data collected, we can see that the service PAEFI runs with insufficient human resources and not trained. The targeted audience is not well defined in practice and notifications do not meet even the most victims of VDCA. There is no type of preventive action and awareness of the social assistance network and the public regarding this issue. The quality of the records is weak, there is no action planning, follow-up period is insufficient according to the literature, compliance is not achieved at all levels, although work methodology proposed by PAEFI in this city can be followed in most situations. Even attending the PAEFI and with the professional follow-up, families continue victimizing their children and / or adolescents: few changes in their present relationship pattern and learning content related to violence, shows that the service is not being effective
